CleanLinks does not gather or send any data from users at all.

Recently cleaned links are retained until the tab (or browser, or session) is closed or the « clear list » button is used, and only for display and user configuration.

Any user settings are completely private, stored in their browser profile and encrypted in their firefox sync account.

CleanLinks does not download anything from a server either, default cleaning rules are updated by add-on updates.
