Enable Gerbil Time Tracker by George

The purpose of this package is to notify the user that they're currently tracking a project item and to which project item is being tracked. The package will send the user a notification every *custom time* to let the user know there currently is a task being time tracked. The user can either stop this task or go straight to the task in SugarCRM.
