Fixes: pages with very large consent dialogs (long partner lists) no longer load slowly, and navigation menus (e.g. the WordPress admin menu) are no longer taken for cookie banners. Firefox: a banner that was not answered on the first try gets a second one.

Recognises many more cookie banners: more languages, new rules for several consent platforms, and banners that appear late, ask in several steps or sit in the page header. Fewer wrong "not accepted" results; problem reports always include browser and problem.
