Corrected bug on settings dialog where saving settings didn't work

enable show notifications when there is no active tab focused

enable address bar icon action and corrected minor bug preventing to see right click menu item

now uses local browser state for word dictionary. Hence no longer need accounts for dictionary management. Runs completely offline.

It now either shows word in browser or as a notification but not both
now prompts to login if we aren't connected when we try to add a word or click on the extension icon.
