Improve stability of how tabs deal with sleeping / dead tabs on-browser start

Mouse click actions bind to left/middle/right click = it existed before but now i brought it back for my use-case.

simplified basically everything to only focus on mouse wheel scrolling over the tabs anywhere from the page using modifier + mouse wheel

Version 2.1.0 adds TabWheel Search suggestions from recent searches, open tabs,
browser history, and bookmarks, plus /tab, /hist, and /book filters. Popup and
options controls were cleaned up with clearer descriptions, matching Refresh/
Reset buttons, and reset behavior that restores the current defaults. Private-
window searches are not saved as recent searches.

• Smoother content-script recovery: gestures now work in tabs that were already open at install, after extension updates, and after enable/disable toggles.
• Safer restricted-page probing: TabWheel skips pages where content scripts cannot run without stalling wheel or recent-tab gestures.
• Smoother discarded-tab wake: cycling into a sleeping tab no longer freezes; the remembered scroll position is restored instead of being overwritten.
• Tunable page-scroll speed and viewport step cap, on top of the existing tab sensitivity and cooldown sliders.
• Hardened background stability: serialized writes and per-window gesture actions stop service-worker races from dropping updates.
• Reorganized options page with a reset-to-defaults button.
