    Adds a new pause mode for ScrollBrake.

    What’s new:
    - Pause the extension from the popup
    - Pause the extension from the full settings page
    - Pausing now stops usage tracking indefinitely until you resume
    - Resuming continues from your last saved state instead of resetting progress

    Also included:
    - UI updates to show when ScrollBrake is paused
    - Internal improvements to keep lock timers and tracking state consistent when pausing and resuming
